General Conditions for Admission:
- Must be an Iraqi citizen.
- Must hold an Iraqi high school certificate attested by the local education directorate or an equivalent certificate.
- Current year high school graduates are entitled to the same benefits as those applying through central admission.
- Applicants must have an average of no less than 60%. The supervisory authority may set higher limits.
- Minimum admission average for evening studies in colleges of Engineering, Science, Agriculture, and Nursing should not be less than 65% (based on the morning study admission).
- Female students from scientific (biological, applied) and literary branches applying to Physical Education and Sports Science colleges/departments are exempted from the 60% average condition, provided their average is not less than 55%.
- Athletes (Olympic Committee nominees) from scientific and literary branches may apply to Physical Education colleges/departments with an upper limit of 5% of the admission plan, exempt from the average requirement.
- Talented and exceptional students from vocational schools (industrial, commercial, agricultural) can apply to Fine Arts, Art Education, and Physical Education colleges/departments with an upper limit of 10% of the admission plan and an average not less than 60%.
- Graduates of Fine Arts Institutes may apply to evening studies in Fine Arts colleges with a 10% quota.
- Graduates of vocational high schools (industrial, commercial, agricultural, applied arts) and nursing/midwifery schools may apply to corresponding specializations with a 10% limit of the department’s admission plan. Commercial branch graduates are limited to 20% in the College of Administration and Economics, with an average not less than 60%.
- Graduates of Islamic high schools affiliated with the Ministry of Education or religious endowments may apply to the College of Islamic Sciences only, with a 10% cap and an average not less than 60%. External exam graduates who did not pass the required evaluation exam are excluded.
- If the quota is not filled, it may be completed with graduates from scientific and literary branches only.
- High school graduates may apply to evening studies in institutes, with admission based on competitive averages per department.
- Universities nominate students to the college/institute and department that suits their total score and preferences.
- Institute graduates may not apply for evening studies, except the top 10% who are nominated by the ministry in the same year of graduation.
- In-service teachers may apply to Colleges of Education regardless of their high school background (vocational or academic), within a 5% quota, over and above the admission plan.
- Students dismissed from morning studies (for reasons other than cheating or disciplinary penalties) may apply to evening studies in different colleges, provided they meet other general conditions.
- Students dismissed from evening studies may apply to other evening colleges, provided they were not previously dismissed from morning studies and the dismissal wasn’t for cheating or disciplinary reasons.
- Students who completed central admission registration may not apply to evening studies unless they formally withdraw. Once withdrawn, they cannot return to their central admission unless it’s for the same college (per section H-1/5).
- Non-Iraqi residents with an Iraqi high school certificate may apply provisionally and must obtain an exemption from foreign currency tuition within 30 days of admission. The student and the college/institute bear responsibility if this is not obtained.
- Members of the armed forces, intelligence, internal security, national security, and other security agencies must present a no-objection letter from their respective departments.
- Victims' families (Feyli Kurds - per Diwani Order No. 122 of 2017) may apply with a 5% additional quota in equivalent specializations, exempt from the average requirement, upon verification from relevant authorities.
- Ministers, their equivalents, MPs, special-grade officials, general directors, and members of provincial/municipal councils may not apply for evening studies.
- A written undertaking must be taken from each applicant confirming they are not included in the special positions above. If found otherwise, the ministry will cancel their admission.
- All previously admitted and continuing evening students must sign the same undertaking as above. Otherwise, the college and department bear responsibility.

Students currently enrolled in evening studies shall continue to pay the previously determined tuition fees.
The supervising authority has the discretion to reduce the tuition fees below the maximum amounts specified above, based on recommendations from the relevant college/institute.
Tuition fees shall only be collected after verifying that the student’s admission or continued enrollment complies with applicable instructions and regulations. Otherwise, the college or institute shall bear full responsibility.
If a student withdraws from their studies for any reason, or postpones their studies, the tuition fees for that year will not be refunded. The prescribed tuition fees must still be paid when the student re-registers the following year.
The supervising authority for evening studies shall consider reducing tuition fees for:
Members of the teaching staff in universities or technical universities (only those currently in service) and their children,
Employees of those universities, and
Employees of the Ministry’s central office enrolled in evening studies,
by up to 50% of the approved fees.
Evening study tuition fees shall be reduced as follows for the subsequent academic year:
50% for the top student in the department,
30% for the second-ranked student, and
20% for the third-ranked student.
The supervising authority has the discretion to apply further reductions according to instructions.
Tuition fees shall only be collected after confirming that the student's admission or continuation in studies complies with the current rules and regulations. Otherwise, the college or institute will bear full responsibility.
In the case of a student's withdrawal or postponement of studies for any reason, tuition fees for that year will not be refunded, and the required fees must be paid upon resuming studies the next year.
The supervising authority for evening studies shall consider reducing tuition fees for:
Members of the teaching staff in universities or technical universities (only those currently in service) and their children,
Employees of those universities, and
Employees of the Ministry’s central office enrolled in evening studies,
by up to 50% of the approved fees.

50% for the top student in the department,
30% for the second-ranked student, and
20% for the third-ranked student.
The supervising authority may apply reductions in accordance with official guidelines.
Independent committees shall be formed to handle student admissions in colleges and institutes. Committee members must be experienced in admission regulations for evening studies. These committees will bear full responsibility for any errors, and their formation is a mandatory requirement to open evening study admissions. The university's Student Affairs Department will supervise and evaluate these committees. The college/university shall hold accountable anyone who attempts to influence or pressure these committees.
Children of faculty members holding academic titles (Professor, Assistant Professor, or Lecturer) are entitled to choose their department (branch) upon admission in the first academic year, similar to their peers in morning studies, if they have not already used this privilege in the morning studies. This is subject to compliance with clause (2/b) of item (H-6).
All university orders related to student admissions must be issued no later than December 31st of each year.
