The Administrative and Financial Affairs Department is one of the most important departments in the university presidency, serving as a reference for administrative and financial matters concerning the university and its formations. The department consists of the following divisions:

Key Administrative Tasks:
- Processing transfer and secondment transactions for employees moving to and from the university, as well as updating all faculty and staff data. The department also coordinates with permanent committees such as the Promotions Committee, Service Addition Committee, and Job Title Change Committee by providing them with the necessary documentation to facilitate their processes.
- Handling transactions related to university faculty, including their promotions and annual allowances. The department also follows up on the credential evaluation of those who obtain higher degrees, ensuring they receive their academic titles. Additionally, it records the annual allowances issued by colleges in the department's database to track any changes.
- Managing employee-related transactions, including promotions and annual allowances for university staff. The department also processes daily administrative correspondence for employees, such as internal transfer orders, secondments, leaves, and other university directives.
- Completing retirement procedures for faculty and staff, starting from the issuance of the university order to finalizing their retirement transactions with the Retirement Directorate.
Key Financial Tasks:
- Conducting financial reallocations within the university’s budget to meet institutional needs as per budget execution guidelines.
- Monitoring financial allocations, including annual budgets, monthly and total expenditures, and the remaining balance for each category of allocations.
- Maintaining an analytical record of advances to track temporary advances, salary advances, committee advances, and permanent advances for cash disbursement.
- Overseeing the operations of procurement and maintenance committees by ensuring financial allocations for each budget category.
- Implementing an electronic accounting system that supports financial record-keeping and helps generate financial statements with high speed and accuracy.
- Preparing all types of monthly trial balances for detailed and general accounts at the end of each month, as well as final accounts for the fiscal year.
